I understand that and on the Vt. registration did he sign it over to you or did he leave blank. My niece has a 2nd home in Vt. and I was going to use her on the last couple I registered but was able to go thru Nh. instead so she understand the problems. She is traveling for a week but I could talk with her about it when she get back.

There's a guy in Tennessee I've used several times to obtain a title (I'm in Georgia).  It's been a few years so I messaged him and he responded that he still provides that service.  His name is Roger Teal, 1-865-724-6147.  He's in Maryville, TN.  I messaged him on facebook so you may can find him there.

Thank you for those options goatboy and SWM, at this point I'm open to pretty much anything. I did do some research on VT website and there's a slim chance the previous owner can get a title, he did agree to contact them so we'll see. Thanks again, it's much appreciated!!!

Yes that is the VT. Registry main #. I would ask how as the seller with a current reg. goes about getting a title.
This is on their site - The State of Vermont does not issue titles for the following:
• Trailers with an empty weight of 1,500 lbs. or less
• Motorcycles with an engine size smaller than 300 CCs.
Seller may be able to get one as over 300cc's.

Thanks again goatboy, I had done a search on VT's DMV website yesterday and according to their FAQ page this is what I found:

"I sold my 2009 or older vehicle to a person who wants to register out of state, and they say their state needs a title, can I receive a title?

Yes, as long as we can verify that you were the last registered owner of this vehicle in Vermont."

So I passed that on along to the seller, he said he'd contact VT. I'm going to let that play out, along with some prayers, and hopefully that works out. Thanks again for your help and suggestions, they are much appreciated!
