A manual impact driver should work on the screws with the correct bit and a lot of cuss words

Make sure that you use the correct JIS screwdriver bit, not Phillips - you'll be amazed at the difference that this makes.

Ignition point contacts are critical.  If you had the Rx1 meter my guess is you'd see they are not making good contact.

Is there timing marks on the flywheel and line it up
like you do on a cam belt on a car?? Or us there a 
correct procedure to put the flywheel back on??

Manuals are in the Tech library.  And lots of posts here on those topics.  I'd start with manuals?
