It is quite possible that Vermont is getting more strict regarding people from outside the state doing this. 

I am in New Hampshire, and have been getting titles for my old iron by filling out a form labeled " Affidavit of Ownership for Antique Vehicles" RSA 261:4-a. That form needs my info, the bike info, and all the info of the seller. I also need to get a "VIN verification" form filled out by a dealer, inspection station, or LEO. I take those 2 pieces of paper filled out, along with the BOS from the seller (which I always get) to the town office, where I sign it and get it notarized there. They photocopy the BOS, and send that and the 2 forms to the state with $$, and roughly a month later I get a title. The only difference between what I have for my DT360A and my 2008 Ranger is that the Ranger has a mileage # on it and the bike doesn't. So essentially it is a odometer-exempt title.

As Mark and others have indicated, most clerks are looking for a much longer VIN # than what this old stuff has, as their computers are probably high-lighting that data field at them when they try to fill out your form.

It seems a lot more involved now.

UPDATE:  I emailed the VT DMV through the website, no luck.  I CALLED them and scheduled a callback (1 hr hold time), and spoke with a nice representative who mentioned the AT1 comes back as a trail bike in their system.  I insisted this is a street legal machine, and that it states so in the owners manual as well as other publications (such as the one provided in this thread).  She said to send those and any photographs showing it is “road worthy” in with my application, with specific attention to her (on the outside of the letter).  She was very pleasant and I’m somewhat optimistic it will go through.

Here’s to hoping it will go through.

Additionally, as Mark mentioned, she stated it would be less likely to be flagged if it were labeled in “good” NADA condition.  I put “fair” (which was the truth...), but I am a dummy and didn’t read how-to post about VT titles.  The extra $80 in tax would be worth the headache!

Victory! I called in and spoke to somebody in person, sent in photos of the bike as well as the article that was provided earlier in this forum, thank you!, And one week later I received the plates! For what it’s worth, I still kept the NADA value as fair

I've always done "good condition" & valued around $1100 and paid like $121 total for VT reg, and just received plates in the mail first after about 3 weeks, and registration/sticker about a week later. Just the thought of tax based on value gives me shivers, but, I live in California. The touch that Vermont takes just isn't the same, and my "tax" fear is just that- fear! I just registered a '71 DT1 in CA, as I had a title, and it was $319 with a quoted $700 buy it price.

Just went through the VT regisitration process. Total time was 7 weeks. I always call first to confirm exact fee required. Total fee was $123. Mailed application in May 1st, check was cashed May 14th, received plate May 25th, finally received sticker for plate last week June 16th. Probably have went the VT registration route on 8 bikes. When they're about to expire I just register/apply for title here in Texas.
