Wild guess is starting issue might be related to the crankcase has excessive oil from sitting and oil seeping past the pump?
Or yes, a leaking seal on its own can make it hard to start.

It went from starting fine one day, but then no good the next.
Good spark and plug not oily.
I'd already done the pushing it in gear with plug out before Morley suggested it (brought back memories of doing it with my FS1-E moped back in 1977!).

Got it. I had the impression it may have been sitting a while between starts.
