thanks for all the suggestions Guys.
today I jacked the bike up (difficult balancing it on a trolly jack) I visually checked the tyre to rim and measured correct both sides all the way around. I set a marker up in 3 places to check run out of the tyre, I also did this on the front both were perfect. Wheel spins freely, the bike has had new wheel bearings fitted and new headstock bearings fitted by previous owner. I checked free movement with the front jacked and all good.
I have not dropped the chain off yet it check balance, still to do as I need a safer way to hold the bike when jacked up.
So I need to check wheel balance and swing arm bushes also swing arm movement.
I replaced the fork oil today and a discusting brown mess came out of them, there were no purchace marks on the fork drain screw so I would doubt the oil has ever been changed in the past. 
since doing the forks they feel a lot better and return to full height when pushing down on them, before they never did.

I will check the seat tomorrow to see if rubbers missing etc

Question, when the bike is jacked how do you balance the wheel, how can you tell if its out of balance?

Spin the wheel.  Mark the bottom point where it stops.  Spin the wheel again, Mark the point where it stops.  If the wheel is in balance, the two marks will be different.  If unbalanced, both marks will be at the bottom.  Usually the wheel will "pendulum" back and forth as it slows down until the heavy point is at the bottom.

I expect your mark will coincide with the bead lock.

Hi Guys, a little update. today I balanced both wheels, each wheel needed 70gms of lead to bring them to balance, the lead looks ugly so I need to find some that are bigger than 5gm in size, but their in balance for when I test ride it in next couple of days,
I dropped the shocks and checked the swing arm, it moved up and down with some effort I had to brey the socket arm on the nut to loosen it up and now the swing arm moves freely.
the seat has 4 rubbers in place so thats covered that possibility. there is run out of the rear rim as it passes each of the 3 tyre clamps, I would say about 3mm

Lead weights that crimp onto spoke and nipples are available in various weights .
I think I saw them for sale at HVC Cycle .

I remember something about new tires being marked with a dot to indicate the heavy part of the tire and this can be placed opposite the bead lock to help balance the wheel.  As you can tell, I am by no means an expert on tires but i thought i’d mention it. Maybe it may reduce the amount of imbalance you need to address?  Just a thought.

I think the dot was to indicate the lightest point on the tyre , and thus putting it by a rim lock ,
would require less additional weight to achieve balance .
To be honest , it was prevalent on road tyres . I can't say I've noticed them on off road tyres .

I'm a huge advocate of tire balancing...  even for off road. 

I agree with Swoop that dot marks tire light spot...  some manufacturers might do it differently though...  

What I like to do is put the wheel on my balancing stand with only the tube installed and slightly inflated and find the heavy spot...  then line the dot up there (if there is a dot).  Also a fan of Motion Pro "Lite Locs"...  weigh a lot less than a standard (cast iron?) rim lock.

Hi Guys, I test rode the bike today and guess what........................NO eye ball shake !!!!! completely cured, so a BIG thanks to all who have helped me much appreciated. I only felt the bumps in the road of which Im putting the original shocks back on and dump the chiniese ones.
I have ordered the brass spoke weights as linked above to get rid of the lead so happy days and thanks for all the suggestions, has paid off, I would never of thought this would have caused such a big issue
