Please could anyone explain how and what the format is for DT400's - 1975,76,77 Vin numbers.

But bear in mind the tables here are predominantly for US bikes, so won't be as much help if you're from Europe, 'down under' etc.

The other answer to your question is that the format is explained in the front of the owner’s manual and service manual...if you are asking what each character in a VIN denotes.

518 is the model code for a 1975 V50 moped for Japan and "other" markets.

Do you know if a 513 is a 'B' or a 'C'?

"B" is a 75 and "C" is a 76. If Uncleal's info is good then you would have a 1975 DT400B.
