As an experiment, and if it is possible, try fitting a 12v bulb into the headlight. Some owners of the earlier bikes do that instead of fitting a regulator.

I looked in my 75/76 Yamaha service manual and says DT250B 8.5V daytime charging at 2000 RPMs. At 8000 RPMs it is still 8.5V. Nighttime charging rate 7.0V at 2000 RPMs and 8.0V at 8000 RPMs. This is measured at the battery while connected to the bike of course. Doesn’t sound like your far off.
