My tacho had no cable installed  & is head driven but what is this & how is it removed as does not seem to pull out?

Looks like p/o plug the hole. my 2a6 also been plugged by p/o.luckyly it was only hard silicone I Carefully pick them off.

Yamaha engineer kinda stupid at some points,made things in akward ways, don't know how to simplify things back then.. I guess.
