 I have a  73 360 and every picture I see of this bike I see both headlight ears have 2 small holes with nothing in them…what are the holes for ?

US laws required the front turn signals to be as wide as practically possible back then. They mounted them on the handlebars to meet this requirement.

Other countries had the front signals mounted to the headlight ears.  I suspect that's what those holes were for?

Yes, looking at European model Enduros the front turn signals are like the rear. The holes in the ears are for the locating pins so they don't rotate. Not sure why there are 2 holes on each ear but I notice that if the ear is flipped the other hole allows the signal to be level.

The next Enduro I build I plan to mount the signals on the ears.
The hours spent riding my Enduros is not deducted from my life span.

I agree with earlier replies.

I think that the earlier bikes might only have had one hole per side on the fork ears, but their function was the same.

If you look at the very earliest promotion material for the 1968 DT1, the indicators on those bikes are mounted on the fork ears.

Personally, I prefer the indicators on the fork ears, and I that's where I have mounted them on my own bikes. However, although I can't be certain of this, I suspect that they are a little less susceptible to damage on an "off" if mounted on the 'bars.
