Interesting.

Straight up answer: I don't know.

Possibly something added at the factory to assist with hooking things up? I seem to recall similar bits of tubing on other leads on a few other bikes I've worked on.

I remember seeing that as well. NHSTEVE is probably correct, just helped in assembly. Like many of us use tape to mark wires we disconnect.

I've also seen those small "sleeves" on indicator wires in dark green and dark brown/chocolate, so more than likely something to assist with wiring the bike up.
