I do the same thing, but i use a single handle hacksaw with a sharp blade. I saw thru the seal almost to the fork housing and like you said it weakens the seal frame. Then use a small screwdriver or heavy duty pick and pry between fork and seal and it buckles the seal and it comes right out. Takes about 10 min. Surprised your c-clip was that tuff to get out.
