front axle collar / spacer arrangement was created by gvthnks

How much of the front axle collar is exposed on a correctly installed front wheel?   Should the head of the axle shaft be flush against the fork?

My 73 DT-3 seems like the wheel and tire are offset to the right, relative to the fender (which doesn't seem to be bent), but my axle doesn't bottom out against the fork lower.  I have collar exposed on both sides of the fork lower and this prevents the axle head from sitting flush. 

Just wondering if the collar I have is the wrong one for the bike or if there is another issue.  All the spacers in the wheel hub are there and in place, so just not sure.  Thanks
