Wonder if you could squirt some CRC-5-56 or penetrating oil of some type down in past the fork tube from the top to help out. The ribs on the rubber bits might stop it getting down all the way though. Thinking back 50 years is there a very small hole in these chrome bits near the base to squirt in. I just used to get brutal with mine & wrap with emery tape then make them move but not good for a mint resto job so someone will have a better idea. Fork tubes can come out & leave those parts behind so not sure if it'd be easier minus the internals. Just the Allen Key bolt in the base but that'll be another story as the damper will want to turn & give you grief--but hope ya lucky.

They are not threaded. After 50 years the rubber becomes one with the chrome cover and upper part of the lower fork tube. It's easy to damage the chrome cover and the upper part of the lower fork tube, very thin and brittle. Penetrating oil, moderate heat from a hair dryer and patience. Use a rubber strap oil filter wrench.
