The early bulletin shows a different paint code between the AT/CT (yellow) and DT (black). But surprisingly the worm gear ratio is shown as the same which means the internal gear should be the same and the output specs per 200 strokes are the same which means the internal plunger should be the same. The challenge is that Yamaha specs are often incorrect.
Anyway, that only leaves the pulley which is probably different due to bigger carb (longer travel to full throttle) on the 250.
(The primary pump drive ratio is different but those gears are under the cover and drive the pump shaft... not a factor if worm gear is the same)
That said, the only thing about this thread I'm sure of is that DEET is selling himself short... he is an expert craftsman and probably knows more about these pumps than anyone on earth...

In other words, I wouldn't bet against DEET on what he says about the pump part numbers....

Maybe DEET's testing us to see what we know haha--which is very little in my case when it comes to pumps & learning more by the post thanks.

I just bought an early 68 engine, S/N 1211 and will be trying that pump and probably send the original pump to Deet. The early engine has the kick start with the 4 o-clock bolt position A little earlier model than my complete bike.. Neither of the 250 pumps seem to have a color code on them. The service info about colors says 69 thru 71 models and mentions another bulliten about earlier models.
