I've used Evaporust to great success. Just make sure to rinse dry and coat wit a rust preventative. If you are using it on something you are planning to paint, you will have to take an additional step as paint doesn't like to adhere to Chelation products like evaporust (or home brewed). I have both Evaporust and a bucket of homebrew that I use regularly. The home brew was an experiment to see how it would work and is my go to when I do gas tanks. After rinsing and drying them, I like to coat with a 50/50 mix of gasoline and engine oil (the gas thins it enough to get into the tight corners better).

I used Evaporrust very successfully on my CT1 tank internally, and it still looks great several years later. However for my original spokes I just went over them by hand with various things like steel wool and Scotch Brite, with WD-40. Then I occasionally  brush some Gibbs Lubricant on the spokes, and that keeps them from rusting again, and lubricates the spoke nipples. By the way, I love Gibbs Lubricant, and use it on all kinds of things now. I think it was MarkT that originally suggested it. It also makes an old original frame look much better, and stops the rust.
