are the 1974 DT360 suppose to have a cable and hand lever? I don't see either on the bike I just bought....thanks

Yes to cable, no to hand lever.

The cable goes from the decompression valve into the top of the crank case and is linked to the kick start - ie when you kick start the bike then, if everything working as it should, the valve will open. See link below.

Thanks for your response. From that information it appears as if mine is working properly. I have not started it yet but I can tell it's working by using the kick starter
