Does anyone know if if you can buy new rubber boots for decompression cables any sources? I'm actually looking for the boot/cover that goes into the crankcase the other rubber cover the the front of the engine is good

I've never seen that boot specifcally.  I'm not sure offhand how big the cable boot needs to be but member DEET might have them?

This is the one on my DT360A. I would imagine that it comes as part of the cable itself.

Maybe someone has/had a broken cable that they can remove the boot from?

Those cables are a bit of a unicorn from what I've seen. 

Again, check with DEET.  He makes and has some of the harder to find parts and I think he used to make decompression cables and still might?  I got an early headlight beam switch boot/grommet from him a few years ago that isn't available anywhere else.

Not sure as I am in the process of rebuilding my engine. A suggestion the shop manual is available on this site for download. And that is very helpful to have.
