Does it face this way with the numbers facing out? Or is that cut-out supposed to face the hub?

Cut out is for alignment.  Goes against hub.

As MarkT says. Also use the 8mm holes if they line up as looks like there's 10mm ones your showing us but [i'm sure you know that sorry].
Maybe they're only 9mm looking again & just for show--or lightening, but not much lightening.
