No not normal by a long shot. Has to be bolted up solid but when tight the center hub should still revolve. Here's a link to a "74 A model & a link to a "76 C model. "75 was missing from partzilla but one of these should be like yours although they went to a fat pushrod for "76 or maybe the missing "75 year.
