should the top of the fork cap be flush with the top of the upper triple clamp, or should it be the mating line between the cap and the upper fork tube that is flush with the upper triple tree clamp?

I have the top of the fork leg flush with the top of the top yoke/triple tree. To be honest though, a mm here or there won't make any difference, as long as both forks are the same.

Depends on the year and model. Early models generally flush.

Later models sometimes had forks stuck through to a scribed line on the tube.

I wasn't clear... meant top of tube generally flush.

If you list the exact year and model an expert on that model will likely be along to help.
