I’m assuming this is soldered? Has anyone replaced? Tank is great after dent repair but service guy neglected to protect... not happy.

Does the guy carry business insurance? I'd say start there. May be a while, but find a replacement tank and have his insurance foot the bill.

Damaged in shipping? Was it sent out for repair?
Looks unpainted at this point, so if repairs to the filler were made at least that as an issue is not present.
Disappointing for sure. Know any really good car repair or "custom car" garages in your area. Sometimes the guys who do custom fabrication can be really creative. Just a thought.

The initial repair was dent removal before liner and paint, during that process, the tools used to remove dents in tank smashed the filler neck. This caused the cap to not seat correctly and leak.

That tank has become "garage art", time to look for a replacement.
