Hi to everibody!
just bought this bike and do not know exactly which one, tank or side panel is not correct.
it is a 1R7-130608 model from germany.
any help will be appreciated.

Welcome. Not sure any parts of the bike are incorrect although others will be along with better knowledge of these models. Couple of pics here to compare. The 1R7 pic is just a random pic from the net & the yellow one was for sale down here in NZ. Your seat the way it sits high at the back doesn;t quite look right but maybe there's damage to the rear frame in that area from 'who knows'--wheelying over backwards etc---. Good bikes though & were solid & reliable in their day--um, about 27 years ago!!. Good luck with the fix up or restoration.

Looks like you may have a 78 side panel and a 79or later Tank. Here is a shot of my 78 for comparison:
