Pete

We sort of agree.

A private individual (and a lot of companies) outside of the UK with no UK VAT presence will not have the wherewithal to collect and submit UK VAT to HMRC (for US readers, our tax agency). So, if something is bought through fleabay or CMSNL, for example, VAT on purchases of less than £135 is collected and submitted by them to HMRC. No VAT is collected by them on purchases over £135, but it is raised by HMRC when the item(s) enter the UK and is collected by the courier (eg Royal Mail, UPS etc), together with their own fee.

If, for example, DEET sells an item to the UK through his fleabay site with a value of less than £135, fleabay will collect and submit the VAT with DEET seeing/knowing nothing about this. He completes the customs form in the usual way and the parcel sails through UK customs, due to the value being less than £135.

What I'm trying to say, in a very roundabout way, is that UK HMRC have no way of telling from a customs declaration form whether or not VAT has already been paid, so anything with a value of less than £135 goes straight through.

I have bought three items with a value of less than £135 from outside of the UK and not through fleabay now, and none of them had VAT raised by HMRC.

I guess we'll find out for sure if EM ONE buys a harness from DEET and the value shown on the customs form is £134!

Alan, that's a good explanation.
And don't forget "DEET saves you dollars" and pounds too

A DEET harness at that price sounds like a real bargain compared to buying wire, connectors, and sleeving and trying to build one yourself...  you might spend nearly that much just tracking down materials...  at least you would here.

Did you get whacked for any VAT from HMRC, or did it get delivered by Royal Mail the same as any standard package?

Others will answer on your technical query.
