I’m looking for recommendations for peening tools used on the seat hinge pin and footpeg pins.

I’ve installed both using a ballpeen hammer. Yamaha drilled the centers so they mushroom out easily. Put it on the top of a vise for a solid backing. You might be surprised how little effort it will take. Don’t get um to tight. I’ll be doing the ones on my 68 this spring so if you discover a better method please share.

A lifetime ago the truck shop I worked in used to buy brake shoe blocks we'd rivet with similar rivets... The rivets were called "semi tubular".
We had a foot operated tool with a flat anvil to support the flat end and a specially shaped pin that would roll the end of the rivet over perfectly.
I've also seen it done with a special bit on an air chisel.. again with flat end of rivet securely supported.
Here's a link that shows what the end of the tool looks like. Not sure where to buy one cheap enough but might be able to make one?

I did both my footpegs and seat clasp using a centre punch and a ball peen hammer.
Centre punch to swell the rivet out and the ball peen hammer to swage over the end, repeat a few times and it's done.
As Pedalcrazy said, support the other end of the rivet on a vice or similar and away you go, it's far easier than you might imagine.
