Frank's supplied new replacement tubes so not sure if that's what you're looking for or "rebuilding"?
He passed away quite a few years ago but his family and employees have kept the business running... there have been two or three gaps in service where they shut down to move or something so hopefully that's all that going on again.
Not sure what bike but brand new made in Japan Daiichi tubes are available for a few models from DC Plastics.
RaceTech may be able to get tubes as well... at least they used to have a source in Italy. They might be able to get tubes repaired too.
Industrial hydraulic repair shop may be able to straighten, grind, nickel plate, polish, and rechrome original tubes... this will likely be expensive but it is an option.
