'68 DT1 single rear bolt tail light bracket. I just looked at mine and I don't have one in it. Looking forward to the answer.
The hours spent riding my Enduros is not deducted from my life span.

I think that's just a generic hole grommet. If you measure the hole that it goes into and go to the local hardware store, you could probably pick one up.

I think grommet was part of the taillight wiring harness pigtail?

Some of my DT1's have this grommet, others do not.  I'm reassembling a 68 and found this grommet on a spare 69 TL assembly.  Need couple more if possible. 
None of my parts manuals show the grommet.  I'll measure and begin searching for a generic.
Really appreciate all the feedback!!

My NOS bracket has it. My used one does not. I measured the diameter of the hole in the metal bracket and searched for grommets to match. I found something real close from China. That was a while ago. If I find the info I'll post it. Similar ones are out there.
