It's a piece of foam.
I raised a similar query a while ago relating to my RT2. Someone made the very valid point that perhaps it wasn't a good idea to have a moisture absorbing material right next to metal!

odd touch
perhaps to deaden the tank ringing when low on gas?

It is a cushion for the tank.

Yamaha calls it a seal. I've found on my bikes that still have it, it wraps around the bar and covers the connections coming from the magneto to where they plug into the harness. I guess it is to keep water out of those connections? I've bought 1" foam and cut it to the correct size and put on with a wrap of black tape. That's how I've found them attached anyway.

i will make my own foam and my theory is that the crunched coil resulting in no lights and therefore their removal....I am going to have some work to do here!
