A DT/RT3 frontwheel will slot straight in .
If you retain the DT2 brake plate , the gearing for the speedo drive will
be a bit off . Actually it may read closer to correct than stock , but odo
readings will read slow . If you still have the original low front guard ,
obviously clearance between the tyre and guard will be reduced .

I have a 21 inch on my RT1 with the stock front fender and the clearance is fine.  I wouldn't want to ride it in mud, but for normal riding there is no issue with putting a 21 inch tire on the RT1/2 DT1?
