Have you tried dunking the carb in a carb cleaning solution like Berryman chem-dip or using an ultrasonic cleaner? I physically scraped what crud I could get to with a plastic card, then used Berryman to take care of the tiny passages and jets. Ran great afterwards.

Just curious. 
Will it start if you hold the throttle wide open when you kick it over?

I assume that you have the correct carb? It should have 445 stamped on the outside, as well as a banjo bolt fitted into the float bowl, into which the main jet is screwed.
