I guess my question than is would I
 really be able to do any better finding a complete bike and restoring it? To that condition? What do they go for in complete, not running form?

How much free time do you have? In todays market you could find a rougher one and bring it to that condition but honestly you’d save $500-1,000 or so in my experience, if it as complete and original as it looks - in person. In person is big as photos can hide a lot. If you want it I’d offer 2500 and I bet he would take it. Most expect some bartering these days and like to see a bike go to a good home where it will be cared for. I don’t know Midwest prices but at a glance she looks rust free for out there.

i just bout exact bike a month ago. im in SW Wisconsin.
I paid 1900. Original, motor had been redone. good paint, no dents. runs and rides great.
Last year i missed on a couple in the tri state area that were around 1600-1800. 
I saw that one, dont think its out of line but you may be able to get it or one for under 2000, if it needs anything.

Just saw he is asking 2800, i thought i saw it for 2200. i think 2800 is a stretch. 
Unless i decide to sell mine, then it would be a deal. LOL

only asking 1700, likely come down 2 0r 300. the difference in cost buys alot of gas, even these days.

I believe the bike in question is as nice as the seller says (9/10) he restores one bike per year, and many of them have been featured in calendars and things like that

I can get you some. Got a text number or email? That bike in Kansas would probably be worth the trip, depending on the condition of the motor (how much time/miles on the current bore/piston) and if it has a clean title.
