Engines don't burn liquid fuel well. It needs to be vaporized.
It's flooded and/or you have an ignition problem.
Running a BR plug with a resistor cap will reduce available spark energy... not that it won't run that way. All you need is enough spark to make it run. More spark than "enough" won't make it run better. When conditions get tougher (like flooded) then that lesser energy can make the difference. Make sure plug gap is 0.020" to 0.024". Dry off plug and try to gap at 0.020" Narrower gap is easier for spark to jump. Replace plug if you haven't.
Choke off, petcock off, throttle wide open, give it a few kicks. Pull plug. If wet, dry it off and try again. Don't turn fuel back on until it starts or plug starts coming out dry.

A thought.
I wonder if my battery is bad. It holds almost no charge. when fully charged it ran decent.
Would a bad battery or bad charging circuit lead to sputtering and poor running?

Bowl gasket isn't critical for running, only for making a mess. Sorry i'm a day behind. Start again go back & read.

Bad battery can lead to expensive failure of lights if you don't have a regulator installed. (Regulator didn't come standard until 75-76 models... 76 in US.) Worth changing it just for that reason.
More charging load because the battery is weak does take away from available ignition power.
Again, if you're using a resistor plug, get rid of the stock resistor cap if you haven't already. or find the correct non-resistor plug which is not easy these days and you might end up with counterfeits.
