Mikuni has come out with newer carbs that are excellent for these old vintage bikes.  I think your bike had a VM34SS, so maybe get a
VM32 or 34 round slide.  I have not tried the combo, but might be a good option if you can't find or want to try a later model carb.  

HVCycle has a throttle cable. it seems to work well on my 360.

Pabdt, 1M2 is a monoshock 400... might be a little bit different than the earlier twinshock in regards to cables, etc.  

I do have a brand new Lectron carb built specifically for a monoshock DT400.  I never got around to installing it and no longer have the bike.  

I have used Lectron on other early two strokes and they are amazing carbs.

I have tried ordering a new Mikuni VM online from both eBay and Amazon. Weird laws are keeping me from having a new carb sent to California. eBay and Amazon both canceled my order. I tried a local Yamaha dealer and they say a new carb cannot be ordered and shipped to Cali.

Were you ordering from overseas? I ask, because for a short while we in the UK couldn't post to the US - something to do with the new customs/tariffs regs. However, this has now been sorted (well, at least for Royal Mail, our national postal service), so it might be worth trying again.

California probably doesn't allow sale of carburetors that are not CARB (California emissions) approved.

Yamaha and most manufacturers ordered the Mikuni with significantly different mods and sometimes dimensions from a standard VM.   They don't always just "bolt on" and the jetting will be very different.  One example is the "tall cap" and goofy cable attachment to the slide on the monoshock DT400 carb.  A standard VM is very different.
