Carb 1/8 hose question RT2 was created by Grumman41

I recently took my carb off for an ultrasonic clean-re furb. The small hose (1/8”) on the left side disintegrated, it looks like it just terminated into the clutch area. Is  this a vent and was it routed correctly?
