Answer is yes--in theory-- providing everything is good. Float level, clean jets & airways, airfilter. The list goes on-- needle jet not worn as can suck past there even at idle in a severe wear case. But I see it's an at3 so the miniature Oring sealing the bowl onto the needle jet setter is critical.although would more come into play as revs rise. So short answer lol--yes 1.5 turns out. Then speed screw as desired. Be sure your choke is in the off possition too.
