it looks like someone drilled a little hole in the carburetor, any ideas why?
is this carburetor ruined?

It's fine.

They probably had an aftermarket air filter that kept popping off so they screwed it to the carb.

Rear flange no problem. Possibly to secure air filter? Put som clear silicone in it and forget about it.

Na, not ruined. They probably ran out of a clamp so decided to do that--not a good idea is it but hose wasn't going to fall off. Is there one opposite on other side too. If your hose is a good fit just clamp as original, she'll be good. Could bung the hole with some epoxy mix if ya worried but hose will cover it right where the clamp sits.
