Was there clean oil in there when you pulled the cover. Wonder if its had water in there & rusted things that move. Might have to pull it right down for a look. Check the spring for tension that holds the claw arm down onto the drum pins as i saw you lift it 'way too high' in the video so might've stretched it. Needs reasonable downward pressure. Doesn't explain why it doesn't start though.

Oil was dark with grey mixed in.

I will check partzilla for a spring replacement.
