There is a club that flies scary looking contraptions like that near my house. Most commonly they are go-cart looking units with a parasail chute attached. He flies directly over my house within shouting distance. Their little airport is very similar and it is ironically located right next to high tension power lines like I see in your video.

That video was shot in a friends hay field in China Twp. where I taught myself to fly it. I have since moved to The Ray Twp. airport. Schu I know that's not too far from you.
