If you mean 14 in this link, yes its needed or the oil will escape past the selector drum. It's a rubber encapsed steel cupped plug. Could spin up an alloy one that's a nice tight tap in fit.

theres one that looks like a plug shuved in , then theres one that looks like a cap.  does it matter?  can i buy a plug or cap from lowes?  theres a pic of a engine and it looks like a plug then there selling nos plug cap and its a cap.  it doesnt seem like the nos comes with metal clamp or see one in diagram.    i guess part of case goes over this so it does matter what it looks like.  do they or yall sell aluminum one?  or me spin haha i never spin anything before but dollars.  is it easy to spin?  i do have like a piece of aluminum.  how much pressure does it hold?  um guessing not much just has to hold when tilt?

i ordered rubber one like a cap style from ebay. maybe i have stppoer style here that would work. seems like some stopper style one have metal in top? does a screw screw in like a boat plug or woyld a boat plug work? anyhow it was like 10 bucks plus ship so wallet wise it might be best to buy a 2 dollar stopper or 4 dollar boat plug if thats even possible to work. never shopped rubber caps so i dont know. anyhow whats the point of a blind hole anyhow?

ignition is next part. im missing boot if original coil is still good. know what resistance boot is..? or coils should be i gotta look it up.
