I think that one of the guards was an optional extra.

Regarding "shared" parts on the online listings, the CMSNL page for the RT1B shows it on the diagram (#15), but the list of parts stops at #14!

It absolutely could have been optional.  I don't doubt that Mark350 didn't have one on his original bike.  

I found a magazine test from 1971 and the test bike doesn't look like it has a lower guard either, pictures aren't the best though.
