Normal for the oil pump to leak at the gasket? Fresh rebuild. Having rev issues as well.

It appears your cable is not adjusted right. The pin should align with the tiny dot on the pulley.Unless of course you checked the output of it. count 200 strokes and you should get 1 ml at idle. and 10 ml at WOT.
I will include a video to help you out as this is a bit tricky to explain on a forum post. I am also guessing your throttle cable is misadjusted and not fully opening,reducing your rev limit. Also a leak is not normal.

After your pump is calibrated clean your plug and ride it for a few minutes. Then pull out the spark plug ,take a picture of it and post it back here.
