1978 would have had a regulator from the factory... and needs one much more than the older models that were designed without one. Have you checked to see if your regulator is installed and connected? Should be around the battery/airbox/oil tank area. Single yellow wire to harness. Case has to be grounded so often there's a ground wire to a mounting bolt
